I have found a workaround

 

make a player  older / change the age to late 30s and tell him would make a good coach(staff job) via interaction after a few days he will announce he will retire at a given date ...you can then change his age back to what it was and edit that retirement date, a new tab appears in FMRTE

I might try to add this as a new feature, but I'm not sure if it will work, I guess I'll have to give it a try.

it is there as can be seen in the preset options

 

I am glad I wasnt missing something obvious

 

would be good to get that working as you see it is to an extent the RET info appears alongside the player but it doesnt generate the tab

the best way is to do as my workaround make the player old etc

On the other side, it is pretty easy to get a player into retirement.

 

Make him 40 years old, lower his CA, his natural fitness, increase his injury proness and put him in the reserve team.

Wait a few weeks and he will anounce his retire date. :)

 

Although I prefer to edit the future transfers and get some money for him ;)
