There are multiple ways to do this. Here are a few: (a) Increase the player's CA & PA to max and as he ages, his stats will increase or you can just age him to an appropriate number. (b) Increase his hidden (personality) attributes to max to greatly increase his development. (c) Tutor him through an experienced player. There are other ways, you just need to experiment to find your own technique.
