It also means you could have Ukraine playing home games in the Ukraine or change venue for cup finals etc etc

Hi yes you can increase the numbers of staff allowed its in the information tab of the club but the board may stop you appointing more than 1 Ass Man if it goes against their policy may be able to fix that when pre game editor comes out

If you are thinking of submitting a bug report check that forum it might already be reported, just add to that report if it is the same issue in the same FMRTE build.
