so how can we register players using the relations tab for competitions other then the local league, the UEFA CL/EL or the Copa Libertadores?

It does work.  I am sure Squad Registration will do for you or that could be for the local league only.  Which competition are you trying to register for? Furthermore, please read the link below.

I believe AFC can be registered for but then again, in the software only Squad and UEFA are present so maybe only them two are permitted.  Maybe because it is not widely known as the UEFA Champions League, the developers have not included it.
