How do I edit and make transfers/future transfers occur? I can only view proposals and edit their value.

You can't make transfers within FMRTE.  You will have to wait until there is a transfer for the player then edit the values accordingly.  Furthermore, please read the link below.

if you want to transfer a player who hasnt got a transfer set up/pending in game already,

 

just go the future transfer icon click and it will load a list of arranged future transfers- select one and change the player /club/date etc
