I want to delete all "loan outstanding" in Finances by Preset but i can't find attribute and action in Preset manager?

I haven't got access to the app at the moment but don't think that is an option

can confirm just checked this is not a current preset option

I assume you have loads to delete hence why you want a preset instead of clicking them one at a time?! If you are very new in your save, you can delete the loans in the pre-game editor and start again.  That is what I would do.
