When you start a new save game you can set a value that clubs can NOT alter their initial budgets in the first season.

If you start a game with this setting there is nothing you can do about it with FMRTE because the game itself will recognize any changes and sets them back.

Wait untin the second season and you can alter the budgets within FMRTE

Mine works perfectly. I always run it in administrator mode.
