Is it possible to edit a teams transfer budget with the real time editor?

You can, just go to the Finances tab of your club.  There is a safer option, just adjust your budget in-game by sliding the bar to the right for a greater transfer budget at the cost of a lower wage budget..

Actually I was looking to adjust the finances of another club.
