How to stop council blocking a new stadium

i love the vision aspect on fmrte where you can speed up a decision being made on a new stadium. right now in the last week alone in my game we've tried 3x to get a new stadium but all 3x the council have blocked it.

can fmrte do anything to stop the council doing it or is it just pot luck?

    haha cheers will do. i just keep adding it back to the vision with new dates within a day of being rejected. is it literally just a lottery ill need to keep doing it via vision everytime its rejected?
