I've never used the Match Preparation bug before. I just tried it by maxing out all values to 100 but when I go to my tactic screen, everything is RED on the pitch rather than green

I'm sorry, but the .01 MB total file size limit here is a joke. The Insert Other Media option is NOT working for me either, thus the URL of the image in the original post.

 

Continuing on with my issue, Setting Max Preparation all to 100 with the editor will result in all red as post in the original Tactics image.

It looks to me that the Higher the higher the value in the FMRTE editor, the LOWER the Match Prep is in game, just the opposite of what it's supposed to be unless I'm using the editor incorrectly.
