Well, actually many commercial firewalls that come with various Internet Security suites use Windows firewall for firewall actions. They just have better UI for adjustments + some pre-set rules. Yea, usually ppl just turn it off rather than tune it. Another issue is that about everyone run their computer only with account that has administrative rights, just because it's so simple. If you have computer at work you propably don't use it as administrator all the time, so it shouldn't be so hard to use it "properly" at home too, but meh.. I do that too, use the Administrator account only but I strictly control what goes in and out of my system as well as what I install. People nowadays just simply install any software without realising what they are getting themselves into.
