I'm trying NOT to use FMRTE yet this year until I've played the hard way, but can anyone confirm whether FMRTE will allow for either award editing as yet?

Yeah, the ability to edit award formations. 

edit awards in areas like the formation used for team of the week, or whether it's voted on, 1 place or 3 places, that kind of thing.

not possible with FMRTE as far as I know
