I can not add a country as a "not treated as foreign" in country section

I want to add some nations to prevent foreign rule in my country but I cant. There is no "+" button at there

Fm version is 22.4.1+1662587 (m.e 22.4.0.0)
FMRTE version is 22.4.1 (build 23)
