Plus button for "nations treated as UE" missing

FM 22.1.1+1620793 and FMRTE 22.1.1 build 13

 

When in a nation screen in FMRTE, the plus button next to "nations treated as UE" and "nations treated as non-foreign" are missing. In previous versions of FMRTE, you could add nations or continents in this section to essentially remove work permits from England, either with brexit by adding them to UE (and making sure European Union was added under "Agreements"), or without by adding them as non-foreign.

 

It was easy enough to restore European Union under agreements to remove Brexit, but this doesn't remove work permits, as non-european players still need them, since I can't add other continents to nations treated as UE.

 

Is there a reason why this button was removed? It would be nice to have it back. Thanks.
