It is self-explanatory really.  The top half is how well your players perform in that formation.  The bottom half is how good your team is in those formations.  In the top right of the picture, there is a drop down menu that you can change.  Have a go.

 

I don't really pay much attention to it as once I pick a formation and my team is fluid in it, that is it.  No changes necessary.
