I think I posted the same issue last year but can't find it. The options for 'Formed at Country' or 'Developped at Country' aren't working to make a player homegrown for the JPL iN Belgium.

and as a workaround make the player/s second nationality Belgium this should suffice

18-21 isn't available yet, workround does work but it would be great if it's added on the next update.

 

edit; doesnt seem to work on all players

if not working report as a bug
