Seen a few posts about being able to change the date on the Stadium Upgrade, Last time I used the feature i think was FM2014 but this time around I cant find it in its usual spot... has it been moved or is there something different that I have to do to find it.

if I remember correctly that tab appears once the rebuild has been approved by board in game

 

if that is the case you need to give more info as below
