just checked you can select Germany as a playable nation, as you always could when you start game

 

are you using the real name file etc from sortitoutsi?? it removes the fake players/licensing issues

 

also select Germany as playable nation

 

I have swapped myself with low in game so no issues

be aware there is a crash if you swap and you are unemployed
