How to make player begin contract negotiation

Hi! 

I tried to buy a young player from chealsea with my league 2 side. Chelsea accepted my offer but I cant start contract negotiation with the player because he does not want to join my side. I tried to use FMRTE to make like me as a person and also my club, also editing my team reputation, but still no luck. 

 

How can I “force" a player with FMRTE to start contract negotiations?
