Is there a way to speed up a players devlopment? if ill match up the CA to the PA it wont increase attributes i guess so is there any other way or just traning and wait? (other way then increasing manually and freezing)

if you freeze attributes does that mean they wont go down?

Tutoring will help loads.  Increasing this hidden stats will help too.

If you change just the CA, it takes the game a little time to catch up.   You'll see the upgraded stats around a week or so after you make the change.
