FM won't increase transfer budget

Hi,

 

When I change the budget in FMRTE it is fine, and in the game it is "visibly" fine too. However, when I am about to make a signing it asks to delay the transfer as I don't have a sufficient amount to finalise the signing.

Does anyone know how to fix this?

Note: I have attached a screenshot.
