There is.  You can either use the desktop icon created by the installer or create a new shortcut on the desktop by finding fmrte.exe and adding --minifmrte at the end in the command line box.  Also, please do not rely on it too much as with each update to the software, there is a strong chance that the feature can break and almost indefinitely.  This happened for both FMRTE 12 and 13.
