I loaded the game, I made changes and clicked the save button.

 

It did not do me any change in the game

What type of changes? Did you continue a few days/weeks? Somethings need to pass some days so you can see the changes in game.

Changes such as increasing the budget, Improving player

For example, I changed my budget, I clicked on Save and the amount returned to the same amount before the change

Progress in-game a day.
