Easiest and least buggy way would be to alter the name of an existing player using an .lnc file and changing the other attributes with FMRTE. Adding "CHANGE_PLAYER_NAME" 1234567890 "Cyrus" "" "Ramsey" to a .lnc file.  (open with notepad) will rename the player with that ID (enable show ID in FM settings to easily identify the player you want to change) to, in this example scenario, 'Cyrus Ramsey'. The pair of double quotes between the first and last name is for a common name/nickname, but can be left empty.

 

Edit #1: If you make the change while the game is running, you have to restart the game to see the effect.
Edit #2: Assuming default settings, the location of these lnc files should be (my path below):
C:\Program Files (x86)\Steam\SteamApps\common\Football Manager 2013 Russian\data\db\1330\lnc\all\fake.lnc

Other than using the FM pre-game editor, another way to bypass the bug would be to include players from a particular nation to increase the "frequency" of the last names that you wish to edit to.

 

For example, if I were to include players from Singapore whereby last names of Tan, Lee, Lim etc. are common, I can safely assume that I will have no buggy issues after making my desired changes.

 

However it does require you to have a certain level of understanding of last names in a country or region if you are not a native.

 

Hopefully my suggestion will be of help to some of you till the bug is fixed =)
