TLDR: Does anyone know what the “Unknown (101)” Relation means, where it would have come from and why it affects nationality?

I'm starting my 3nd year in Belarus in 2036 in a giant save with the Daveincid mods

Belarus has a limit of 4 foreign players on the field and 8 in the squad.  This season however, (as of March 16 ‘36, first match of the year), two of my foreign players (that were correctly flagged as foreign last year) are now no longer flagging as foreign.  Russian and Kazakh guys don't count as foreign, but the guys in question here are Ugandan and Argentine and still have years to go before they are eligible for Belarussian citizenship.  So, really, this allows me to break the rules and get away with 6 foreign players on the pitch. The rest of my foreign guys, for now, still correctly show as Foreign.

I after lots of poking around in FMRTE and almost giving up I finally found the culprit. In Relations both players show an “Unknown (101)" relation with Belarus, with a Value of 15.

At the end of the 2035 season (Dec 10 ‘35) both players correctly showed as Foreign, and neither showed the 101 Relation. In the middle of the offseason (Jan 19 ‘36) one player (the Ugandan) stops showing as Foreign, and shows the 101 Relation, while the Argentine still shows as Foreign. Later, at some point between Feb 16 and 23 the Argentine also begins to stop showing as Foreign and gains that “Unknown 101” relation.
