I've noticed whenever I add a language and set a "10" rating, the player ingame, does not speak the language.

Even if you sim a week, you still get the "send PLAYER on intensive language course for 40+ weeks".

I know in previous versions, this did work and I believe it was an option under "relations".

 

Furthermore, it would be nice if the "Has a preference to play for" club/competition to be added.

For reference, Lionel Messi has it in his bio. Prefers to play for Barcelona/Miami/MLS/La Liga.

Not sure if this is hardcoded or that it's just a column in a database though.

your second point is dealt with under career plans it has already been suggested if a player doesnt have any 'plans' that we can add a plan

Messi has several career plans you can edit as you wish
