I have a question about reputation frozen players. Is there any way to player reputation who is frozen is not frozen but that was dynamic?

You can edit all the setting you'll like, about the freezer. If you'll like the settings to be able to increase, you just check the box "Attributes can increase". But inthere, there is a lot of different options, where you can set one, or more attributes to ignore...

yes..., they can both increase, and decrease..., but if you use a player and has set his stats on hold (freeze), there's not much chance/risk, of a decrease in the rep..., but yes, they can decrease.

EDIT: Ofcause his rep can decrease, it you play in a low league, and so...
