Cant Freeze players and problem with transfer center

Hey

 

When i freeze players.. they automaticly gets UNFREEZED .. 
I run FMRTE as Admin.. and i have also done reinstall.. but the problem is still there

 

and there is a problem with transfer center .. you can see that in attachment
