1) Using FM26.3.1 public_beta but also on 3.0 FMRTE public_beta or standard version won't load sometimes. Windows 11

3) Yes, tried both options and sometimes it works, sometimes not. Also tried loading FMRTE before I boot up FM and that sometimes works.

4) Licensed version from the FMRTE website like always

as per the above what is the exact version of the game build

and have you tried any of the fixes

The latest build 26.3.1 public_beta but I doesn't say anything more in Steam what exact build.

Tried booting fmrte in admin and doesn't make a difference, I get the same message. Tried uninstalling and re-installing the game, running the stable version. Tried reloading the gamedata base via steam. The only thing that is different then stock is I also use Bassyboys plugins. But those always ran perfect togheter with fmrte so i'm not convinced that is the problem.
