That should be the case, "Attributes that can increase" - Should work normally as if you didnt touch them. Those attributes should increase or decrease as usual.

or Make a save before international break & experiment with just freezing International Caps & Goals before International break and see for yourself. 

&

Then reload again before international break and add International Caps & Goals in "Attributes that can increase" and see how this works.
