Hard to say.   Right now, the only way to press the issue seems to be changing your attendance so that the minimum, average and maximum attendance is far higher than the full capacity of an expanded stadium.    Between that, a decent size bank account, and a good winning record, the board usually offers up the plans for a new stadium on their own at the end of a season.
