How do you find a new stadium that your board currently building?

So my board decided to build a new stadium but it will be completed in 3 years and i want to move in quickly, usually i change the date of the new stadium completion but this time since its a brand new stadium thats being built from the ground, i can’t find it using FMRTE to speed up the process

Is it because it’s a brand new stadium?
