Unexpected error - Can't access .config file

I launch the application on my macbook pro 2013 (attached)

 

and Instantly the application shows the below message. 

 

Error Message:
One or more errors occurred. (Access to the path '/Users/Israel/.config/FMRTE22' is denied.) (Access to the path '/Users/Israel/.config/FMRTE22' is denied.)
