Is there a way, or anything i can edit so the Board will accept all my requests? Currently i can only scout UK and would like to expand my scouting range in the search of some good Youth players. Also would like the board to accept my request for feeder teams. Thanks in advance.

it depends on your budget, the team status, the league status, etc.

e.g. When you are in League Two, your budget will not allow you to scout too many places.
