hi, i bought fm 2013 on steam for mac last night.

today i tried to use the fmrte for mac but it asks for a license key.

do i have to buy fm for fmrte to use fmrte or can is there another way to use fmrte without buying another copy?

FM and FMRTE are different but related.  You can use FMRTE but if you want to save any changes, you need to buy a license key.
